Debbie is a graduate of Syracuse University with a B.S. degree in Accounting and has been in public practice since 1988. She joined Mostert, Manzanero & Scott in 1992 and became a partner in 2003.
Debbie functions as audit manager on many of the firm’s audit engagements. She has extensive experience with the audit and reporting requirements of the USDA Rural Utilities Service for electric borrowers. Her experience also includes audits performed in accordance with the Office of Management and Budget (OMB) Circular A-133, reporting requirements. She supervises audits and reviews of nonprofit organizations, and has past audit experience with healthcare facilities and retirement plan audits. In addition to her role within the audit and accounting divisions, she has presented a number of seminars on board membership responsibilities, antifraud risk assessment and internal control policies and procedures. She has led the firm’s in-house training sessions as well as coordinating the development of the firm’s quality control procedures and audit documentation. Debbie holds memberships in the AICPA, New York State Society of CPAs and the Northeast Association of Electric Cooperatives. Debbie’s continuing professional education includes annual courses in the subject matter of governmental and non-profit audit and accounting. She enjoys playing golf, hiking, gardening and snowshoeing.
ANTHONY T. MANZANERO, CPA • Partner Email Me
Tony has been with Mostert, Manzanero & Scott, LLP since 1990, and a partner since January 2001. He holds a B.S. from Boston College and a Master's in Accounting from SUNY, Binghamton.
Tony is responsible for most of our governmental and federal single audit clients, as well as several nonprofit clients. He has extensive experience with audits of FEMA, HUD and RD grants and awards. As a member of the Oneonta Rotary Club, Tony has been active in the Rotary Foreign Exchange Program. He is past Treasurer for Rotary District 7170, Vice President of the Oneonta Rotary Foundation, and coaches several recreational and travel soccer teams.

Dennis holds a Bachelor of Business Administration from the University of Miami. He has been in public accounting since 1977 and a partner of Mostert, Manzanero & Scott, LLP since 1981.
Dennis was named as one of the Top 100 Most Influential Practitioners as published in CPA Magazine 2006. He has been in charge of audits of governmental entities, including school districts, nonprofit organizations, retail and manufacturing companies. He is responsible for the firm’s single audit engagements. He is also responsible for corporate, nonprofit and individual tax returns.
He is past President of the National Conference of CPA Practitioners and has written numerous articles for the NCCPAP newsletter. He has also served on the New York State Society of CPA’s Public School Accounting; Local Practitioner; and Personal Financial Planning Committees. He has been a director and officer of the Oneonta Kiwanis Club and has provided volunteer services to various community youth organizations.
STEPHEN C. GRUVER, CPA • Consultant Email Me
Stephen is a graduate of Clarkson College with a B.S. degree in Accounting. In 1973, he was a founding partner in Gruver, Zweifel and Scott (now known as Mostert, Manzanero and Scott). He continues as a consultant with his many years of expertise in estate, gift and trust tax preparation, as well as corporate and individual taxation.
He has held presidencies in the Oneonta Rotary Club, Otsego County Chamber of Commerce and Oneonta Country Club. For 20 years he served as a member and treasurer of the Otsego County Development Corporation. He has served on several boards, including the Board of Education of Unatego Central School and the Binghamton Chapter of the New York State Society of CPA’s.
Steve is an active sportsman, enjoying hunting, fishing, and shooting. He has 30+ years as a certified NYS Hunter Safety instructor, Treasurer of Conservation Alliance of New York and member of several sportsmen organizations.
CAROL HALTER, CPA Email Me
Carol has a BA from SUNY Oneonta and has been with the Firm since 1979. She is the technical reviewer for the Firm’s financial statements. Carol is trained in trust and estate accounting for court presentation and does foundation accounting and tax preparation. She is in charge of all quarterly and monthly accounting services. She is trained in QuickBooks and Peachtree accounting software applications and advises clients in related technical areas. Carol is a volunteer treasurer for two local not for profit organizations.
DAVID BROWNELL, CPA Email Me
David graduated from Clarkson College with a B.S. in Management. After working in a manufacturing business, he joined Mostert, Manzanero & Scott, LLP in December 1998. During his time here, he has been involved in governmental, nonprofit and business audits, reviews and single audits. He also has experience in individual and business taxation and nonprofit governmental filing. David is trustee for his church and enjoys triathlon training and being involved with his children.
MARY MANZANERO, CPA Email Me
Mary is a graduate from SUNY Oneonta with a BS in Business Economics. Over the past 20 years, Mary has worked in the field of audit and accounting. Mary has been audit manager for governmental, non-profit and school district audits, including audits performed in accordance with OMB Circular A-133. She has extensive experience in the preparation and review of individual, partnership, corporation, and fiduciary tax returns. She joined Mostert, Manzanero & Scott, LLP in December 2011. Mary is on the board of directors for the Unatego Dollars for Scholars and her continuing professional education includes annual courses in the subject matter of governmental and non-profit audits and accounting. She enjoys spending time with her family, biking, running, walking and going to the gym.

Jason is a 2015 graduate of The College of Saint Rose with a Masters degree in Accounting. Jason is pursuing his CPA certification. He joined Mostert, Manzanero & Scott LLP in December 2011. When not working, Jason enjoys hunting, snowmobiling, camping and spending time with his family.

Christopher is a 2014 graduate of SUNY Oneonta with a B.S. in Professional Accounting. He joined Mostert, Manzanero & Scott, LLP in July of 2014, and is actively pursuing his CPA certification. Chris also successfully completed the IRS Volunteer Income Tax Certification, which is a requirement in order to provide volunteer tax assistance to the surrounding communities. Outside of work, Chris is a percussionist in the Delaware County Community Band, and enjoys biking, cooking, and playing guitar.

Charlene is a 2015 graduate of SUNY Oneonta with a B.S. in Professional Accounting. She joined Mostert, Manzanero & Scott, LLP in March of 2015, and is actively pursuing her CPA certification. Barb is a 1989 graduate of SUNY Cobleskill with an Associates Degree in Office Technology. She has been with Mostert, Manzanero & Scott, LLP since January 1994. Barb is one of our administrative assistants and has many years of experience in the office setting. She prepares payroll taxes, W-2's/1099's, financial statements, e-filing of most tax returns and is the "go to" person in the office with any questions. Barb is currently treasurer for the Wells Bridge Fire Department and volunteers with the Unatego Booster Club, as well as many local community organizations. She lives in Wells Bridge with her husband Jeff and son Seth.
JENNIFER KLEIN Email Me
Jennifer is a 2006 graduate of SUNY Oneonta with a B.S. in English Literature. She joined Mostert, Manzanero & Scott, LLP in November 2007. Jennifer manages the accounts recievable, prepares quarterly and annual payroll tax reports, financial statements, provides bookkeeping services and e-files tax returns. Jennifer enjoys spending time with her family as well as writing, traveling, spending time outdoors, and doing arts and crafts.
