STEPHEN C. GRUVER, CPA

Stephen has been in public accounting since 1967, and a partner with Gruver, Zweifel & Scott, LLP since 1973. He is a graduate of Clarkson College with a B.S. degree in Accounting and spent his first five years in public accounting with a national CPA firm. Steve acts as managing partner for Gruver, Zweifel & Scott, LLP.

He has been the partner in charge of audits of financial institutions, manufacturing companies, retirement plans and nonprofit organizations. He is also responsible for estate, gift and trust tax preparation, as well as corporate and individual tax practice.

He has held presidencies in the Oneonta Rotary Club, Otsego County Chamber of Commerce and Oneonta Country Club. For 20 years he served as a member and treasurer of the Otsego County Development Corporation. He has served on several boards, including the Board of Education of Unatego Central School and the Binghamton Chapter of the New York State Society of CPA’s.

Steve is an active sportsman, enjoying hunting, fishing, and shooting. He has 30+ years as a certified NYS Hunter Safety instructor, Treasurer of Conservation Alliance of New York and member of several sportsmen organizations.

 

RICHARD F. ZWEIFEL, CPA

Richard has been a partner in Gruver, Zweifel & Scott, LLP since 1996 and is in charge of the Clinton office. He holds a B.S. degree in Accounting from Clarkson College and has been in public accounting since 1983.

Richard has had extensive experience as partner in charge of audits for healthcare providers, including skilled nursing facilities, nonprofit organizations, governmental entities and commercial entities. He is considered an industry expert in various areas of third-party reimbursement. He is also well-versed in federal and state taxation and is an expert in farm taxation and management. He has served as an officer and board member of several volunteer organizations.

Dennis holds a Bachelor of Business Administration from the University of Miami. He has been in public accounting since 1980 and a partner of Gruver, Zweifel & Scott, LLP since 1981.

Dennis was named as one of the Top 100 Most Influential Practitioners as published in CPA Magazine 2006. He has been in charge of audits of governmental entities, including school districts, nonprofit organizations, retail and manufacturing companies. He is responsible for the firm’s single audit engagements. He is also responsible for corporate, nonprofit and individual tax returns.

He is past President of the National Conference of CPA Practitioners and has written numerous articles for the NCCPAP newsletter. He has also served on the New York State Society of CPA’s Public School Accounting; Local Practitioner; and Personal Financial Planning Committees. He has been a director and officer of the Oneonta Kiwanis Club and has provided volunteer services to various community youth organizations.

ANTHONY T. MANZANERO, CPA

Tony has been with Gruver, Zweifel & Scott, LLP since 1990, and a partner since January 2001. He holds a B.S. from Boston College and a Master’s in Accounting from SUNY, Binghamton.

Tony is responsible for most of our governmental and federal single audit clients, as well as several nonprofit clients. He has extensive experience with audits of FEMA, HUD and RD grants and awards. As a member of the Oneonta Rotary Club, Tony has been active in the Rotary Foreign Exchange Program. He is past Treasurer for Rotary District 7170, Vice President of the Oneonta Rotary Foundation, and coaches several recreational and travel soccer teams.

DEBORAH L. MOSTERT, CPA

Deborah L. Mostert, CPA, is a graduate of Syracuse University with a B.S. degree in Accounting and has been in public practice since 1988. She joined Gruver, Zweifel & Scott, LLP in 1992 and became a partner in 2003.

Debbie functions as audit manager on many of the firm’s audit engagements. She has extensive experience with the audit and reporting requirements of the USDA Rural Utilities Service for electric borrowers. She supervises engagements on audits and reviews of healthcare facilities, retirement plans, manufacturing companies and nonprofit organizations. In addition to her role within the accounting and audit division, she is an experienced tax practitioner whose duties include planning, preparation and technical review of business and personal tax returns.

Debbie has presented a number of seminars on board membership responsibilities, antifraud risk assessment and internal control policies and procedures. She has led the firm’s in-house training sessions and professional education programs as well as coordinating the development of the firm’s quality control procedures and audit documentation work papers. Debbie holds memberships in the Northeast Association of Electric Cooperatives, the AICPA, the New York State Society of CPAs, and often participates in charity golf events. She enjoys golfing, gardening, hiking, and snowshoeing.

Debra joined Gruver, Zweifel & Scott LLP in October, 2000 and became a partner in January, 2004. She graduated from LeMoyne College with a B.S. in Accounting and a minor in Computer Science. She has been in public accounting since 1987, and specializes in small business taxation and accounting, valuations and divorce, retirement planning, has gift and estate tax experience, and provides consultation services to businesses, individuals and fiduciaries. She serves as the firm’s in-house Continuing Professional Education coordinator, and is in charge of its tax e-filing program.

Deb is past-president of the Greater Oneida Chapter of Business and Professional Women, and currently serves on the Board of Directors for a small business membership organization, is treasurer for a local charity, has a column with articles regularly published in Small-Biz Focus magazine, has written articles for NCCPAP’s newsletters, holds memberships in the AICPA, New York State Society of CPAs, and American Society of Women Accountants, and often gets involved in certain charity events. Deb is a sports enthusiast, enjoys traveling, lake kayaking, and is an avid practitioner of martial arts.
